Industrial Civil Engineer holding M.Sc. and Ph.D. degrees in Electrical Engineering from the Pontificia Universidad Católica de Chile, with over ten years of experience in the development, oversight, and implementation of regulatory and tariff processes within the Chilean electricity sector. During his tenure at the Ministry of Energy, he spearheaded the creation and leadership of the Grid Development and Tariff Unit, overseeing tariff processes for transmission, distribution, and medium-sized systems, and directly participating in the drafting and review of tariff decrees—including those regarding node prices and transmission valuation. In this capacity, he played a key role in supervising the quadrennial transmission valuation studies, reviewing the consistency of asset valuation and the proper determination of regulated costs—such as operation, maintenance, and administration (OMA) expenses and associated surcharges—to ensure alignment with current regulations and principles of economic efficiency.
